manage-vms.sh is generated at runtime by create-worker-vm.sh, not
a committed file at worker/vm-setup/manage-vms.sh.
manage-vms.sh does not exist in the repo; create-worker-vm.sh is the
actual script. Align How Changes Ship with the real file.
