Deploy Headlamp (kubernetes-sigs/headlamp) v0.45.0 as a Terraform-managed
Helm component in a dedicated dashboard namespace. Exposes the UI at
dashboard.faun-snapper.ts.net via the existing ingress-proxies ProxyGroup.

- remote-state.tf: providers and CP kubeconfig (mirrors vault/ pattern)
- main.tf: Helm release + Tailscale Ingress
- values.yaml: image tag, resources, nodeSelector, RBAC override
- namespace.tf: baseline PSA namespace
- cluster-role.tf: read-only ClusterRole + binding (replaces chart default cluster-admin)
- .gitignore: state file exclusions

Add Dashboard UI row to the service table and network topology diagram
in ARCHITECTURE.md. Add §7 (Dashboard bring-up) to OPERATIONS.md with
deploy steps, Tailscale service approval, SA token creation, and notes
on Talos node-shell limitation and metrics-server gap.

section was renumbered from §9e to §11e during the Dashboard changes,
but this reference was missed.

Every other Terraform root has plan assertions (worker, control-plane,
data, cloudflare, vault, woodpecker). This adds the same coverage for
the new dashboard root: PSA label, Helm release shape, Ingress config,
and ClusterRole binding target.
