This PR adds a Dockerfile which builds the server into an OCI container. I haven't included any Forgejo workflows or anything of that sort, since our runner situation is still TBD. I expect to be cutting releases from my local machine for the foreseeable future.

As a consolation, I've pushed the built image up to Forgejo's built-in container registry. You can view it here.
