Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Allow each user to modify the incoming volume of other users, persistent for their client.
This is currently complicated because we don't have a sense of persistent identity; there's no way to associate your volume changes for other users that will persist beyond a single call.
